DIRECTORATE: Infrastructure, Planning & EnvironmentCLASSIFICATION: Grade ISALARY: $106,005 to $122,966 pa + 12% employer contribution to superannuationREPORTING TO: Team Leader EnvironmentEMPLOYMENT TYPE: Permanent Full TimeTHE POSITION: The Senior Environmental Officer oversees the environmental management, planning, assessment and approvals functions within Council. With support from the Environmental Planners, the Senior Environmental Officer is responsible for environmental impact assessment and the determination of internal environmental approvals. Responsibilities KEY RESPONSIBILITIES: Oversee/supervise environmental planning, assessment and approvals function (Part 4 and Part 5 activities under the Environmental Planning and Assessment Act 1979). Oversee the environmental advisory service in regards to strategic direction to ensure environmental outcomes underpin AlburyCity's strategies, policies and operating procedures. Provide a first point of contact for technical advice to internal stakeholders on operational matters relating to environmental management and approvals. Oversee/supervise the development and implementation of an environmental approvals procedure and training program. Oversee/supervise the development and implementation of various environmental strategies and plans, policies and procedures in relation to environmental management. Provide technical expertise and specialist liaison to facilitate cooperation with internal stakeholders, other government agencies, consultants, community groups, developers and the public regarding environmental planning matters. Review, update and improve Council's environmental planning procedures for development assessment and approval. Foster an environment of collaboration with internal and external stakeholders in regards to implementation of Council’s environmental framework. In collaboration with Wodonga City Council, implement the Albury Wodonga Regional Natural Environment Strategy. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community All levels of Government Community groups Consultants Funding bodies The private sector Environmental networks EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to5pm, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position is subject to alcohol and other drug testing. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualifications in Science or Environmental Science/Planning or Environmental Management or related discipline. Class C (standard) Drivers Licence (compulsory to have and maintain). DESIRABLE CRITERIA: Post graduate qualifications in related disciplines. Construction Induction Card EXPERIENCE Extensive experience in environmental science/management/planning including senior leadership positions. Experience in stakeholder and community engagement. Experience in supervising or leading staff. SPECIALIST KNOWLEDGE AND SKILLS: Extensive knowledge in environmental management, natural resource management, biodiversity conservation and/or ecology. Extensive knowledge of environmental and planning legislation, including (but not limited to):Environmental Planning and Assessment Act 1979 Biodiversity Conservation Act 2016 National Parks and Wildlife Act 1974 Commonwealth Environment Protection and Biodiversity Conservation Act 1999 Extensive knowledge of other relevant NSW State and Federal Government environmental legislation and current key programs.
