Description DIRECTORATE: Infrastructure, Planning & Environment DirectorateCLASSIFICATION: Grade FSALARY: $82,339 to $95,513 pa + 12% employer contribution to superannuationREPORTING TO: Fleet & Supply Team LeaderEMPLOYMENT TYPE: Permanent Full TimeTHE POSITION: To manage Council’s fleet compliance and training responsibilities including compliance management and monitoring, fleet training programs, management of FleetSafe Program and incident investigation analysis. Responsibilities KEY RESPONSIBILITIES: Management and monitoring of Council’s ongoing fleet compliance-based responsibilities (Roads & Maritime Services, National Heavy Vehicle Regulations, Workcover Legislation, Council Plant Procedures, etc.). Develop and implement ongoing monitoring and auditing program for Council’s fleet. Management of Council’s fleet Chain of Responsibility policies and procedures. Implement operator competency systems and procedures. Implementation and coordination of fleet training program (operator training, driver training, fleet inductions, competency assessment programs, risk assessment training, fleetsafe program, etc.). Management of Plant Assessor program (fleet risk assessments, risk assessment documentation, risk management training, risk management audits, risk inspections, risk compliance etc.) Management and implementation of Council’s FleetSafe Policy, Procedures and ‘Crash Awareness’ Program. Coordination of fleet crash management services (attending all fleet related incidents, damage assessments, organising tow trucks, insurance claim form process, repair quote process, third party management, repair management process, hire car management, repair inspection etc.) Investigate and analyse all fleet related incidents in accordance with Preliminary Crash Analysis (PCA) procedures. Participate in all minor and major investigations involving Council fleet. Management of monthly and quarterly fleet crash reports. Undertake Council Fleet Induction process for all new employees. Maintain working knowledge and understanding of fleet related safety technology and initiatives. Implement and monitor Council’s FleetSafe policies and procedures. Act as Insurance provider liaison officer to identify crash trends, crash reduction strategies, reporting systems, road safety initiatives etc; Coordinate electronic ‘Vehicle Maintenance & Safety Inspection’ application for all light passenger and light commercial vehicles. Manage ‘monthly inspection program’ for all Council Pool Cars to ensure vehicles are safe to operate, free of defects, roadworthy and damage free. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Qualifications KEY RELATIONSHIPS: Internal Our People External Our community Utility Service Organisations Material Suppliers and Contractors EMPLOYMENT CONDITIONS: Based on a 35-hour week, working 35 hours per week, with actual days and times being Monday to Friday 7.30am to 4.00pm with a Rostered Day Off (RDO) in accordance with AlburyCity’s RDO guidelines. These times may vary due to operational requirements and will be determined by the supervisor. This position may require some activities to be undertaken outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtimes rates as agreed with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position is subject to alcohol and other drug testing. This position is located at the Albury Depot with frequent visits to external sites/depots and/or Council Administration Building as required. ESSENTIAL CRITERIA: Certificate IV in Training and Assessment or equivalent qualification Class C Driver’s Licence (compulsory to have and maintain) DESIRABLE CRITERIA: Experience in Fleet Management Experience in Chain of Responsibility legislation EXPERIENCE: Experience in heavy vehicle and plant fleet management Experience in compliance/auditing field Experience in developing and implementing training programs Experience in incident investigation SPECIALIST KNOWLEDGE AND SKILLS: Extensive working knowledge of compliance related legislation and regulations pertaining to a large and diverse fleet of vehicles, trucks and plant. Ability to develop and implement specialist organisation wide fleet training programs Ability to undertake incident investigations including analysis and reporting.
